The Department of Transport (NDoT) has advised all Driving Licence Testing Centres (DLTC) and approved Training Service Providers (TSP) and operators of vehicles transporting Dangerous Goods that with effect from July 01, 2008, no person may obtain a category “D” PrDP without a training certificate from an approved TSP (full list in terms of regulation 280 (1) is available online). The NDoT’s decision to implement this interim administrative procedure is to ensure the regulations gazetted on February 08, 2008 are enforced without delay and will apply until all system changes are finalised at a later date. Here is a brief synopsis of the procedures to be followed by applicants, TSPs and DLTCs. Applicants Apply for on a form PD1. The original training certificate must be attached as well as a certified copy of the training certificate. The applicant must be in possession of his/her identity document. What the TSP must provide The approved TSP must ensure and confirm that the candidate who has passed has been certified in terms of the standard and issued with the certificate. The training certificate must show the name of the institution, the certificate number, date of the test, the name, initials and identity number of the successful candidate. What the DLTCs can accept No person will be issued with a PrDP (D) from July 01, 2008 unless the steps outlined above are followed. DLTCs have been instructed to ensure their cashiers and staff are fully informed and are equipped with a copy of the written procedures. The electronic system will warn DLTCs when a (D) PrDP is requested that a bona fide certificate must be presented. Most important to note is that training certificates more than six months prior to the date of application will NOT be accepted. The NDoT has advised all parties concerned that regular audits will be in place to ensure the DLTCs in particular, have carefully audited every application for a PrDP (D). Operators and employers of PrDP (D) drivers should take steps to ensure that their drivers, TSPs and DLTCs have followed the procedures to ensure PrDPs issued after July 01, 2008 are legal.
