Message from Nazir Alli - CEO South African National Roads Agency (NRA)

The 30 year concession agreement between the South African National Roads Agency Limited (NRA) and N3 Toll Concession Limited (N3TC) for the design, construction, financing, operation and maintenance of the N3 Toll Road (N3) is a major investment in the future economic and social upliftment of all South Africans.

In the last three decades, Africa has lost billions of Rands worth of road infrastructure. They simply crumbled away due to overloading stress and a lack of maintenance. The cost of replacing these roads far exceeds what it would have cost to maintain them.

If South Africa is to maintain its position as a leading power house and driving force of the African Renaissance, a sound and viable transport infrastructure is a non-negotiable pre-requisite. As far as the roads are concerned, it has been underscored time and again that the only way this can be achieved is through a ‘user pays’ principle.

The tolls should be seen as an investment and not a mere expense for, without such investment, there can be no future sustainable N3 link between Heidelberg and Cedara; the section covered by this Concession Contract.

On the N3, we are proud to be associated in the spirit of public private partnership with the appointment of N3 Toll Concession Limited as the concessionaire.
